摘要
借鉴环境库兹涅茨曲线(EKC),文章采用2000—2008年中国30个省区市的面板数据,对碳排放强度与工业化的关系进行回归。结果显示,它们之间呈倒N型关系;目前中国整体上处于工业化水平中期,完成2020年减排目标的关键是跨越第二个拐点进入碳排放强度随工业化发展下降的阶段;各省区市的工业化程度不同导致其减排压力不一样。因此,我国的减排的主要方向是工业化与低碳化相结合,辅以区域差异化和区域间的碳配额交易政策。
Results showed the inverted N-type relationship by using the Environmental Kuznets Curve(EKC) as reference as well as the panel data of the year 2000 —2008 from 30 provinces in China to review the relationship between carbon emission intensity and industrialization.The current level of industrialization in China as a whole is metaphase,and the key to the mid-2020 fulfillment of carbon emission reduction targets is to take the second turn off into the stage of increasingly less carbon emission intensity with industrial development.As different degrees of industrialization in provinces cause different emission reduction stress,the main task of emission reduction is to combine industrialization with low-carbon technology,supplemented by carbon trade quota policy according to regional and interregional differentiation.
