摘要
回弹效应是能源经济学研究的重要课题,但在国内无对高能耗的单个行业进行回弹效应的实证检验。本研究以中国钢铁行业宏观经济能源消费数据为样本,对这一命题在中国钢铁行业进行了检验。结果表明:在2000~2007年区间,钢铁行业平均回弹效应高达130.47%,由于钢铁行业强"回弹效应"的存在,说明钢铁行业不能仅将技术进步作为提高能源效率的唯一手段来解决能源约束问题,适当的行业能源政策管制手段是有必要的。
The rebound effect is a virtual topic in energy economics.However,no documents of empirical test on the rebound effect of industrial level exist in china.This paper conducts an empirical test in energy-intensive steel sector.The result indicates that:The average rebound effect value in china' steel sector during 2000~2007 is 130.47%,rebound effect seems to be enhanced.To achieve the goal of energy policy and reduce the rebound effect,it is inevitable to supplement governmental regulations in the energy field.
