摘要
高新技术企业是我国建设创新型国家的重要力量,知识产权管理是提升高新技术企业创新能力的重要手段。本文基于全国57个国家高新区的1991家高新技术企业调查,分析了高新技术企业的知识产权管理现状,从企业知识产权的投入-产出、应用、保护以及战略制定四个方面评析了企业的知识产权管理绩效,分析指出外部尚未形成政策合力、内部缺乏科学的管理模式等是影响知识产权管理的主要障碍性因素,并从深化价值管理意识、实施流程化管理、加强政策引导等三个方面提出了提升企业知识产权管理绩效的对策建议。
High-tech enterprises is the key power to construct the innovative state,and the IP management is the important means to promote the innovative ability of the high-tech enterprises.This article bases on the investigation and analysis of 1991 high-tech enterprises in 57 state level science and technology industrial parks（STIPs）.It summarizes the present situation of the high-tech enterprises＇ IP management,then analyzes the performance of enterprise intellectual property management from four different aspects：IP input-output,IP implantation,IP protection,IP strategy,and combs the main obstacles which affect intellectual property management from two dimensions——external and internal.At last,it gives the countermeasures to enhance the performance of intellectual property management.
