摘要
依据发展循环经济的"减量化、资源化、再利用"原则,将城市粪便处置方式分为"消耗型处理"和"效益型处理"两大类模式;针对我国对城市粪便农业资源化利用的重视程度不够、法律政策落实不到位和技术创新不足等问题,结合我国发展循环经济的目标,提出了从根本上解决思想认识问题、管理上加强执法力度和技术上提供强力支撑,是使城市粪便农业资源化利用得以有效落实的保障措施。
According to the ＂minimizing,resourceful utilizing and recycling＂ principle of developing circular economy,the urban nightsoil treatment modes are divided into ＂consuming processing＂ and ＂efficiency processing＂,since the importance of the agricultural resources utilization of urban nightsoil hasn＇t been paid enough attention to,the laws and policies haven＇t been fully implemented and it still lacks technical innovation,by combining with the objectives of our circular economy,some effective measures are proposed to ensure the resource utilization of urban nightsoil from solving the ideological problems,enhancing law enforcement and providing strong technical support.
