摘要
在分析山东省水资源特点、开发利用现状及造成的外部不经济性的基础上．提出了可持续开发利用水资源的措施、即开源．包括内涵式开源和外延式开源；节流．包括农业、工业、城乡生活用水节流；防治污染、生态保护和加强水资源科学研究。
Based on analysing the water resources features, the present situation of developmentand utilization and external diseconomy in Shandong province, the measures for sustainabledevelopment and utilization have been proposed in the paper. The measures are to construct theresources, which includes constructing intensional and extensional resources; to save the resources,which includes saving water resources for agriculture, industry and people to survive in cities andtowns; to prevent pollution, conserve ecological environment and strongthen researches on thewater resoarces.
