In this paper the key problem is provided to control the stress rate and the strain rate during tensile testing for metallic material. Using transducer and computer technique only one throttle valve is firstly applied as an executor to construct by\|pass throttle type electric\|hydraulic system having capability of both pressure and speed control. A very good testing results of stress rate and strain rate have been obtained at traditional hydraulic testing machines to make it can control stress rate and strain rate to meet the need of strength testing for next century.
