摘要
环境影响评价技术导则———大气环境》(HJ 2.2-2008)于2008年12月正式颁布,与原大气导则((HJ/T 2.2-93))相比,修订后的大气导则各章节都有不同程度的修改,其中改动较大的是评价等级分级、推荐预测模式、大气环境防护距离等内容。导则修订过程中,结合国家最新环境保护政策及管理要求,修改完善了导则各条款规范与要求,以提高大气导则的可操作性。通过对大气导则修订前后标准框架设置、各主要章节具体要求的修订对比与说明,介绍了标准编制的主要修订内容与相关要求。通过对多个案例的测试对比及项目抽测结果分析,对比说明了导则修订前后推荐模式的功能、评价等级及工作量的变化情况与特点,综合评价修订版大气导则颁布后的实际应用情况。
Technical Guidelines for Environmental Impact Assessment-Atmospheric Environment of HJ2.2-2008 was promulgated in December,2008.Compared to the old edition of the Guideline of HJ/T 2.2-93,the major revisions are evaluation grade,recommended models and atmospheric environment protection zones.During the process of guideline revision,in conjunction with national environmental policies and regulatory requirement,many requirements have been revised to improve the operability of guidelines.Comparison and analysis of test cases and project tests illustrated the recommended mode functions between the revised guidelines and the old edition.Changes in evaluation grade and characteristics as well as practical application after the implementation of revised edition guideline were also evaluated.
