摘要
突发事件所具有的突然性、紧迫性、可变性与破坏性等使得政府应急管理直接关乎人民群众生命财产安全以及国家经济社会发展全局。对美国突发事件危机管理的经验考察,以及对我国突发事件应急管理的审视表明,应借鉴美国经验,通过提升突发事件的监测预警、快速反应、全面动员、自救互救、应急指挥等能力,进一步完善我国突发事件应急管理,全方位提高全社会突发事件应急管理与救援水平,从而尽可能减少突发事件的发生,并把突发事件带来的损失降至最低限度。
To the fact that sudden events are unexpected,urgent,unpredictable and destructive,government emergency management has direct and deep effect on the safety of people＇s life and property,and the overall situation of nation＇s economic and social development.After exploring and studying the experience of crisis management of the United States and examining the emergency management of China,this paper proposes that the successful experience of the United States should be used for reference,through the effective measures,such as upgrading the monitoring and warning system,quickly reacting,mobilizing entire people,helping oneself and others,crisis superintendence,to further perfect the emergency management of China,and improve the emergency management and the professional ability of rescue from all aspects.Thereby,the possibility of sudden events and the damage by sudden events can be reduced to the lowest level.
