摘要
国务院批准了北京、上海、江苏、广东、云南5个省市和中央电大开展"探索开放大学建设模式"的改革试点,使云南开放大学的建设进程驶入了快车道。云南开放大学应是学习型云南的重要支柱、教育立交桥的关键枢纽、集学历教育与非学历教育于一体的新型大学,它以开放性为基本特征,主要运用现代教育技术,面向全省民众开展各级各类教育,具有政府办学的公益性质,具有独立法人资格,享有国家法律规定的大学地位和相应的办学自主权。
The State Council has approved the Television Universities in Beijing,Shanghai,Jiangsu,and Guangdong,and Central Television University as experimental places for the reform of ＂discovering the construction pattern for the Open University＂,which drives the construction of the Open University in Yunnan into the fast line.Yunnan Open University is the important pillar for the Learning Oriented Yunnan,the key pivot of the education overpass,and the new university combining degree education and non-degree education.The openness is the basic characteristic of this kind of university,which uses modern education technology and provides all the people of the province with educations of various types and levels.This kind of university is government funded to some degree.As an independent university with legal personality,it owns the state of university and the corresponding autonomy ordained by laws.
