The paper introduces the capacity of country, region, state, community to reduceearthquake vulnerability and unacceptable risk in America and Europe. The accumulating capacities of seismic risk assessment and risk management in American and France are emphasized.These achievements can be applied to countries all over the world which are easy to be attackedby earthquake.
