摘要
近年来,各地建设、水利、交通等工程建设领域职务犯罪频发,这些犯罪多集中在规划审批、竞标发包、征地拆迁、设计变更、监督监理、决算结算节,主要原因包括从部分国家工作人员理想信念动摇、贿赂手段恶性蔓延、权力过于集中而又缺乏有效民主监督、相关制度不健全、预防措施没有到位等方面。因此,要想从源头上预防和遏制工程建设领域腐败,必须立足治本,构筑自律机制、约束机制、制衡机制,强化监督,努力构筑与社会主义市场经济相适应、与现代化建设相协调的惩治和预防腐败体系。
In recent years,duty crimes frequently happened in local construction, water conservancy,transportation and other construction field.these crimes were mostly concentrated in the planning approval, bidding contracts,land acquisition,design changes,monitoring and supervision,and final settlement section,the main reasons of those including shaken ideals and beliefs of some national staff,means of bribery of malignant spread,the excessive concentration of power and lack of effective democratic oversight,imperfect related systems,non -placed preventive measures and so on.Therefore,in order to prevent and contain corruption in the construction field from the source,must be based on the root of the problem,build self -regulatory mechanism,constraint mechanism,check and balance mechanism, strengthen supervision,and strive to build a system of punishing and preventing corruption adapt to socialist market economy and coordinated with the modernization.
