摘要 科技的发展日新月易,企业自主创新能力不仅成为行业发展的决定性因素,而且是一个地区综合竞争力的核心。化工行业是河南省"六大优势产业"之一,是经济中固定资产存量最大、规模经济最显著的产业,其自主创新能力对实现河南省创新战略有着举足轻重的作用。论文用潜在技术创新能力、技术创新活动、技术创新产出能力和技术创新环境四个方面的指标对河南省化工行业的自主创新能力进行评价,通过与全国以及与山西、山东两省进行比较,肯定河南省化工行业所具有的优势,同时找出差距与不足,如企业没有成为自主创新的主体,R&D投入强度不够,技术人员流失严重,技术创新环境欠佳等,并对进一步提升河南省化工行业自主创新能力做出了相应的对策建议。 With the dramatic and constant development in science and technology, the independent innovation of an enterprise has not only become the decisive factor in the development of the industry, but also the core of the overall competitiveness of a region. With the largest stock of the fixed assets in economy, and the largest and most significant industries of scale economy, chemical engineering is one of "the six competitive industries" in Henan province. Its capability of independent innovation plays a pivotal role in achieving innovation strategy in Henan Province. This paper is dedicated to make an assessment of the innovation ability in chemical engineering industry in Henan Province via the data and index in technology innovation capability, technology innovation activities, technology innovation output capacity and technology innovation environment, to confirm the prevailing advantage of the chemical engineering in Henan province based on the comparison with the whole country, Shanxi and Shandong. Meanwhile this paper identifies the gaps and deficiencies as follows: enterprises haven' t become the main body of self - innovation ; the investment in R&D is not enough; the loss of technical personnel is serious; the environment for technology innovation is poor and so on. Some countermeasures are also given to further enhance the ability of independent innovation of the chemical engineering in Henan Province.
