Based on the Monin Obukov Similarity Theory, the paper discusses the efects of non homogenized surfaces on the scaling parameters of turbulent fluxes according to two kinds of methods in which the considerations of z 0 are different. The results from Tethersonde system observations in Kuler show that the two methods lead to significant diversity for the same data, and a proper method to involve z 0 is essential for determining the parameters over non homogeneous surfaces. A Power Law wind profile shows good agreement with observations from the ground to a height of 300m.
