摘要
公立医院回归公益性已经成为社会各界的共识,也是公立医院改革的重中之重难中之难。破解这一难题,必须以公益性统领公立医院改革与发展。明确公益性保障的主体和载体,通过战略性调整现有公立医院体系,建立和完善公立医院法人治理结构,乃保障公益性的必由之路。
It was acknowledged that public hospitals must return to public welfare,which is the most important and difficult problem in public hospitals reform.So,we must lead the reform and development of public hospitals by public welfare.In order to guarantee the public welfare of public hospitals,we should do as follows： clarifying the main part and the carrier of the public welfare,strategically adjusting the current system of public hospitals,establishing and improving corporate governance structure of public hospitals.
