摘要
国内外碳交易市场建设经验表明,配额型市场是国际总体发展趋势,技术标准则是竞争焦点所在。当前,长株潭城市群碳交易市场建设在市场定位、交易框架、基础技术和人才储备等方面面临挑战。为加快建设和发展长株潭城市群碳交易市场,一是要制定配额型碳交易标准、确立碳排放权分配方案以及市场管理制度;二是加快碳排放监控技术在微观数据采集中的应用,加强IT技术在交易平台中的应用;三是加紧碳交易人才的引进与培养。
According to the international and national carbon trading market construction experiences,CER market is the international main trend,and technology standard is the competing focus.Recently,Chang-Zhu-Tan faces challenges in market positioning,trading framework,basic technology and talent reservation.Consequently,Chang-Zhu-Tan should adopt a lead-type strategy and try to establish a standard,open and flexible carbon trading market framework standing the commanding-high of international and future.Based on the above argument,we try to build a CER framework of Chang-Zhu-Tan carbon trading market,and advance several suggestions in carbon institution,carbon technology and carbon talent.
