摘要
转基因生物在给人类带来巨大经济利益的同时,也存在潜在性的环境安全问题。以法经济学的视角研究转基因生物危害的环境预防制度,通过将转基因生物技术与环境预防机制相契合,构建中国转基因生物危害的环境预防制度,从源头上对转基因生物的危害进行预防,不仅对保护生态环境具有积极影响,而且对解除社会公众对转基因的疑虑具有现实意义。
Potential problems on genetically modified organisms（hereinafter called GMO） exist in environmental security,though the GMO have brought enormous economic benefits to mankind.The system of the environmental prevention of the GMO hazards is studied from the perspective of law economics.It is thought that setting up a system of the environmental prevention of the GMO hazards in China by organically combining the bio-technology of gene transfer with the environmental prevention system,namely,fundamentally preventing the GMO hazards,will not just produce positive effects on eco-environment protection but be also of much immediate significance for clearing the public＇s mind of doubt about gene transfer.
