摘要
公共行政研究虽然取得了很大进展,但是这些研究仍然没有解决真实世界中的公共行政的"黑箱"问题。本文针对这一不足,在公共行政生态学的基础上,应用目前已经比较成熟的软系统思维方法对公共行政系统进行界定和模型构建,还原中国公共行政系统的原貌,以解决公共行政"黑箱"的问题,为公共行政的进一步研究提供一个更符合现实的基础平台,从而也提出一条研究公共行政的新思路。
Great progress has been made in the study of public administration,but it still does not solve the black-box problem.In response to this shortcoming,we try to construct the public administration system model with the soft systems thinking,which is based on the ecology of public administration.We hope to restore the original appearance of the public administration in China,so as to solve the black-box problem,provide a more realistic platform and present a new idea for the further study.
