摘要
全球卫生治理日渐成为当今全球议程中的主流话语。作为国际社会中最大的国家行为体,美国在全球卫生治理中发挥了举足轻重的作用。通过将全球卫生治理纳入外交战略和国家安全战略之中,美国力图将卫生议题作为促进其地缘政治利益、国家安全利益和经济利益的重要手段。此外,美国还大力加强国内的生物安全防御计划。美国的这种战略不但弱化了其应承担的对发展中国家进行卫生援助的道义责任,而且会加剧潜在的生物安全困境,为全球卫生治理带来了一定的负面影响。
Global Health Governance has increasingly become a mainstream term in current global agenda.As the most powerful state actor in the world,America plays a crucial role in global health governance.America tries to utilitize health issues to advance its national security,geopolitical and economic interest through integrating global health governance into its diplomacy and national security strategy.Besides,America beefs up its biodefense projects domestically.Such a strategy of global health governance not only undercuts America's moral responsibility to provide health assistance to developing countries,but also tends to intensify the biological security dilemma among states,which,in turn,will exert certain negative influence on global health governance.
