摘要
生态城指标体系是评价指导生态城建设的必要手段。现有生态城指标体系编制缺乏对城市建设过程的指导及地方特色的体现,限制了其在生态城市规划建设中的作用。本文以曹妃甸生态城指标体系构建为例,在国内外最新研究成果的基础上融合国内外先进的技术和曹妃甸当地实际情况,构建了曹妃甸生态城指标系统。该指标系统属于开放型的动态指标系统,由目标管理型指标体系和过程调控型指标体系两部分构成,共包含51个指标目标管理类指标和152个过程技术类指标。该生态城指标系统可用作为城市管理者评价生态城规划目标和建设成果的定量化工具,同时该指标系统将规划理念目标具体化为规划行为,为城市规划部门、施工单位提供了定量化依据。该指标系统充分考虑生态城市规划、管理、建设,无疑对国内生态城市构建有着巨大的指导意义和实践推广价值,城市管理者可结合自身特色,构建全面合理的指标体系用以指导评价生态城市规划和建设过程。
The indicator system is a necessary means to evaluate the construction of an eco-city.Being scanty to guide the urban construcion process and reflect the urban characteristics,the existing indicator systems have limitations in urban planning and impletementation.Taking Caofeidian Eco-city as an example,this paper integrated the latest research results with the advanced technology and local conditions to bring forth an indicator system for Caofeidian Eco-city.The Indicator System for Caofeidian Eco-city is a dynamic and open system of indicators,integrating the management indicator system with the progress indicator system,which contains 51 indicators and 152 indicartors,respectively.The system can be used as a quantitative tool to evaluate the planning objectives,or a quantitative guideline for urban planning bureaus and construction departments by transforming the specific planning concepts into planning and construction activities.In consideration of the progress of urban planning,mangnagement,construction for eco-cities,the Indicator System for Caofeidian Eco-city may provide some guidance for urban managers,and the urban managers can make their own indicator systems to guide the eco-city process.
