摘要 20世纪初期,美国进入了一个麻醉品刑事化时期。在法案的提出与立法过程中,对毒品超出科学范围的极端妖魔化的宣传,以及将毒品与特定种族相联系的种族歧视手法被广泛应用于毒品立法的整个过程。这种策略性的立法手段固然对于立法的成功有其特殊功效,但是,它更多暴露了美国根深蒂固的种族优越论与惯用的责任转嫁的本质。谎言破灭后的美国面临的是更为严重的毒品泛滥与动荡不安的局势。 At the beginning of the 20th century,America entered into a period of narcotics criminalization.During the process of proposing laws and legislation,the publicity of demonized drugs went beyond scientific scope to the extreme,and the strategy of racial discrimination that associated one kind of drug with a certain race was widely implied in the whole process of drug legislation.This strategically legislative approach played a particularly functional role in the establishment of legislation however,it exposed more about the racial superiority rooted firmly in American mind and the nature of responsibility transfer that usually implemented by the US.Consequently,the US was bound to face a more severe situation of drug rampancy and social instability when lies turned revealed.
