摘要
权力是任何一项教育改革都不能不涉及的问题。20世纪80年代以来我国教育体制变迁中权力的划分与配置虽然基本符合了保障教育事业发展的需求,但仍然存在着一些尚需改进之处。今后在推进教育改革过程中,权力的配置应该遵循有利于目标的实现、责权相称与内耗最小化等原则要求,保障与捍卫民主制度的正当性与合理性,避免出现把权力扩充作为教育改革的替代目标、焦点事件中权力的缺位与隐缩以及权力频繁更迭与退让等问题的发生。在教育改革过程中,权力的性质是公益性的,而不是私益性的。避免权力在教育改革过程中的滥用,最大程度地提高权力配置的合理性,对于保障教育改革的成功具有非常重要的意义。
The power division and configuration in China's education system change since 1980s has basically satisfied the requirements of education development;however,there is still room for improvement.To be specific,the configuration should observe such principles as following the practical ways for realizing the goals,matching between power and responsibility,and minimizing the internal conflicts.That is,it should guarantee and protect the justifiability and rationality of the democratic system.For that purpose,it must avoid(i)the expansion of the power as the replacive goal of education reform,(ii)default and extraction of power in focal events,and(iii)constant alternations and concession of power.What education reform demands of power is its public welfare rather than the private interest.It is important to prevent power abuse and maximally promote the rationality of the configuration so as to ensure the success of education reform.
