摘要
国家计委等四部委发布的《关于发展热电联产的若干规定》，第一次从法规上规范了发展热电联产的项目行为。这个文件，在相当长的一段时期内，将成为热力工作者进行热电联产、节能增效方案选择的指导性文件。
This paper introduced the legal document 'Regulations on developing cogeneration of heat and power'issued by four ministers and committees including SPDC.This document firstly regulates the project behavior of developing co generation of heat and power in light of the legal view point and can be considered as a guiding document for engineers in the field concerned.
