摘要
减少温室气体排放已经成为全球共识,而碳排放权交易是实现碳减排的有效机制,其中总量目标和初始排放权分配是排放权交易的核心。排放权分配效率是评价排放权是否公平的标准,因此,本文使用零和DEA模型对欧盟国家2009年的碳排放权的分配结果进行了评价,发现效率比较低;按照零和DEA模型的迭代结果,计算了公平的碳排放权分配结果以及调整方式矩阵。最后本文根据欧盟排放权交易体系的发展经验,总结了对我国的启示。
While reducing greenhouse gas emissions has become a global consensus, carbon emissions trading is an effective mechanism to reduce emissions, in which initial allocation of emissions permit is the core. Efficient allocation is an indicator of the fairness emission permit allocation. This paper uses the ZSG-DEA model to evaluate the allocation efficiency of carbon emissions in EU countries and finds that the efficiency is relatively low. According to iteration results of ZSG- DEA model, the fair allocation of carbon emissions and the adjustment matrix are calculated. Finally, the Enlightenment is summarized to the development of China's carbon emission trading system.
