摘要
20世纪三四十年代,为发展农业生产和治理水害,中国共产党在华北地区成立林业机构,制定和颁布植林、护林条例和办法,发动农民植树造林,确定林权,科学经营管理并采取多种措施保护林木,取得了显著成就,对新中国初期的林业建设和发展产生了积极影响。
In the years of the War against Japanese Aggression and the War of Liberation, in order to develop agricultural production and control floods, the base areas and liberated areas in North China, under the leadership of the CPC and the Border Region Government, set up forestry institutions, formulated promulgated rules, regula- tions and methods for the protection of forests, mobilized the peasants to plant trees and increase afforestation are- as, established the rights to forests, operated and administered forestland in a scientific way and adopted various protective measures. As a result, marked achievements were scored, which produced a positive influence over the development of forestry in the early days of New China.
