摘要
开放获取的思想内核是"对用户免费"、"无限制使用"、"充分共享",这正是我国综合档案馆公共服务追求的目标。为此,各级综合档案馆应基于开放获取原则,前瞻性地规划数字档案信息服务的有关政策和实施框架,加快数字档案信息资源的组织、开放与利用服务工作,加强与科研部门、图书馆、博物馆以及其他信息开发与服务部门等机构的横向合作,以便提高数字档案网络化服务的质量和效率。
The mental core of open access is ＂free to users＂,＂unrestricted use＂ and ＂sufficient sharing ＂.And these are objects of our comprehensive archives service.Therefore,archives of all levels should make out relevant policies and feasible frameworks of digital archives information service.They also should accelerate the work of organizing,opening and using digital archives information resource and reinforce transverse cooperation with scientific research departments,libraries,museumes and other organizations related to information development and service,so that we can improve the quality and efficiency of digital archives network service.
