湖北省低碳经济评价指标体系构建研究 被引量:85

摘要 根据低碳经济的理论内涵,低碳经济发展评价指标体系由总体层、系统层、状态层、变量层和要素层组成。其中,系统层由自然生态系统、产业生态系统和人文生态系统构成。以湖北省低碳发展资料为依据,采用层次分析法,对湖北省低碳经济评价指标体系的实证结果表明:产业生态系统处于高能耗高排放阶段,"差"的隶属度最高,为0.48,说明湖北的产业低碳化还有待提高,主要是化石能源消耗和煤炭消耗较大,应该转变能源使用方式,尽量节能和使用可再生能源;自然生态系统以"良好"的隶属度最高,为0.386,说明湖北的自然绿化条件较好;人文生态系统也以"良好"的隶属度最高,为0.364,说明在城市还应加强各项管理,提高公众对环境的满意度和对低碳的认知度。综合评价湖北的低碳经济发展水平为"良好"。评价结果与直观分析结果基本一致,说明构建的湖北省低碳经济评价指标体系适用性较强。 According to the connotation of the theory of low-carbon economy, the evaluation index system of low-carbon economic development consists of overall layer, system layer, state layer, variable layer and element layer, in which system layer comprises natural coo-system, industrial eco-system and humane eco-system. Based on the information of the low-carbon development of Hubei province, and adopting layer analysis method, empirical results of the evaluation index system show: industrial eeo-system is in the stage of high energy consumption and high emission; its subordinate degree "poor" is the highest, with 0.48, which means that low- carbonization of Hubei' s industry is waiting to be boosted, mainly because of the high consumption of fossil energy and coal. So to transform the methods of utilizing energy source is needed to save energy and utilize renewable energy source as much as possible. Natural coo-system has the highest subordinate degree "good", with 0. 386, indicating Hubei' s natural green conditions are better. So has humane eco-system of Hubei, with 0. 364, showing that the cities need to strengthen every item of administration and raise the public' s satisfaction with the environment and heighten its recognition of low-carbonization. The comprehensive evaluation of Hubei' s low-carbon economic development is "good", and the result of the evaluation is basically in uniform with the result of direct object analysis, showing the constructed evaluation index system of Hubei' s low-carbon economic development has a comparatively good suitability.
