摘要
目的:为完善基本药物的电子监管制度提供参考。方法:介绍电子监管的优势,分析电子监管运用在基本药物制度中的必要性,浅议在实施过程中所遇到的障碍,并从完善相关法律法规、电子监管网独家运营、技术升级、优化产业结构等角度阐述完善基本药物电子监管的策略。结果与结论:现代信息技术可更好地服务于基本药物生产、流通环节,有助于加强基本药物质量监管。电子监管与基本药物制度并存是大势所趋,意义深远,需谨慎设计规划,并应加快该制度的实施步伐。
To provide reference for the improvement of essential drug electronic monitoring system. METH- ODS： The advantage of electronic monitoring was introduced, and the necessity of electronic monitoring was analyzed in the field of essential drug system. The problems of operation were discussed. The countermeasures for the improvement of essential drug electronic monitoring were interpreted in respect of improvement of relevant rules and regulations, exclusive operation of electronic monitoring net, technology upgrading, optimization of industrial structure, etc. RESULTS ＆ CONCLUTION： Modem information technology is used to standardize the production and distribution of essential drugs to ensure the quality of them. Coexistence of electronic monitoring and essential drug system is general situation and profound. Essential drug electronic monitoring should be designed and planed carefully. The implementation of the system should be speeded up.
