摘要
分析了当前溢油事件监测管理中存在的问题,针对溢油数据的特点和溢油事件管理的实际需求,提出将地理信息系统技术与数据库技术应用到溢油事件监测管理中,采用组件式GIS技术与可视化开发语言的集成二次开发方式,设计和开发了海洋溢油监测管理信息系统。介绍了系统的体系结构、功能模块及数据库设计,重点研究了溢油信息检索、溢油影响分析和数据库管理。通过实例结果表明,海洋溢油监测管理信息系统可以为海洋部门科学管理溢油事件提供支持,有效地降低了事故造成的环境损害。
After analyzing the current problems of oil-spill monitoring management system,and the data for oil-spill incident management features and the actual demand,geographic information system technology and Database technology are proposed to be applied to monitor and manage oil-spill accident,Sea oil-spill monitoring and management information system is put forward and designed with secondary integrating development mode of using ComGIS and visualization language.Sea oil-spill monitoring and management information sys-tems’ architecture,function modules and database design are introduced while information retrieval of the oil-spill,oil-spill impact analysis and database management are especially focused on.performances of the system which can provide scientific support for the marine sector to manage oil-spill are demonstrated by the application;therefore the loss caused by accidents is effectively reduced.
