如果缺乏扎实有效的制度设计．北京二级医院改革仍然摆脱不了5年前相关政策未能落地的尴尬命运。
Beijing is planning to change the current tertiary healthcare structure into secondary structure including only community hospitals and big comprehensive hospitals. The secondary hospitals now face 4 kinds of destinies: upgrade into regional health centers, change into rehabilitation nursing homes, develop into high-end hospitals and just shut down. Actually, the secondary hospitals are in good conditions at present. If the reform lacks evidence-based mechanism design, it could face the same failure of similar policy implementation again, as 5 years ago.
