摘要
目的总结舟曲特大山洪泥石流救灾部队食品卫生安全保障经验,为履行多样化军事任务卫勤保障提供依据。方法在现场调查灾区环境特点、灾情和救灾部队食品卫生现状的基础上,分析确定任务部队食品卫生保障关键控制点,采取针对性综合保障措施。主要做法是:①加强宣传教育,普及山洪泥石流救灾防病和食品卫生知识,提高广大官兵的自我防病能力;②提高认识,确保救灾部队食品卫生监督质量;③明确责任,逐级负责,使食品卫生监督主动化;④结合灾区特点与任务部队实际,制定灾区任务部队食品卫生保障制度;⑤严把食品采购、运输、加工和储藏关;⑥建立军地联动的食品卫生监督应急机制。结果基于以上综合保障措施,救灾部队未发生任何食品卫生安全相关事件。结论结合灾区和救灾部队实际,有针对性地采取食品卫生保障措施,可确保救灾部队食品卫生安全。
[Objective]To make a brief summary of food hygiene and safety guarantee experience,and provide evidence for hygienic guarantee situation of troops carrying out multi-military purpose. [Methods]On the base of the environmental characteristics and situation of the disaster area and hygienic status of disaster relief troops,critical control keys for food hygiene of troops were identified,and comprehensive surveillance was pertinently done.The main measures were as follows:①making the knowledge of disaster relief and diseases prevention universal and improving the ability of self-protection through propaganda and education;②deepening the understanding of food hygiene surveillance for disaster relief troops,and ensuring its quality;③identifying the progressive responsibilities to promote the surveillance activation;④developing the food safety guarantee system according to characteristics of disaster area and troops;⑤supervising the purchase,transportation,production and stock of food strictly;⑥establishing a military-local linkage emergency system for food hygiene surveillance. [Results]Based on the above comprehensive measures,no food hygiene and safety-related events for disaster relief troops occurred. [Conclusion]Targeted food hygiene guarantee for disaster relief troops on the base of situation of disaster and disaster relief troops can ensure their food safety.
