摘要
无偿拼车出行具有多方面的积极的外部效应:有助缓解交通拥堵,促进城市交通和谐;减少碳气体排放,促进人与环境的和谐;可以促进人际关系的和谐。无偿拼车的制度化就是要加快无偿拼车立法,使之依法组建无偿拼车协会并建立拼车信息系统。当然,无偿拼车的发展离不开一个社会的集体理性及其拥有的社会资本。
The no - charge carpooling causes muhiple positive external effects. It can decrease the traffic congestion, reduce the release of the harmful gas, help the free - riders save expenses, and enhance the residential communication. The institutionalization of the no - charge carpooling means the following: passing the law of the no - charge carpooling as soon as possible, obeying the carpooling contracts, creating the societies of the carpooling and the electronic system of the carpooling information, and enforcing the motivation policy. Enlarging the no -charge carpooling necessitates certain conditions such as col- lective ration, and social capital.
