提升科技创新能力,加大科技推广示范力度,可以强势推动新农村建设。山西省农业科学院新农村建设的基本经验可以概括为:建立一个机制,即建立由资金、技术、人才、组织四位一体的成果转化机制;构建三大体系,即科技成果转化体系、科技培训体系和技术创新体系。
