摘要
保税港区是集港口作业、物流和加工为一体的海关特殊监管区域,具有国际中转、配送、采购、转口贸易和出口加工等功能。保税港区的规划、建设和管理等涉及海量数据,是一项系统工程。本文在深入分析保税港区规划、管理业务流程的基础上,基于3S技术对系统总体设计、数据库构建、功能设计等方面进行描述,实现了具有自主知识产权的港区地理信息平台。系统的业务化应用取得了较好的经济和社会效益,对于提升港口信息化建设和管理水平,实现数字化港口建设起到了积极作用。
Bonded port is a specific port area aggregating port operations,logistics and processing as a whole.The planning construction and management of bonded port involved vast amounts of data,is a systems engineering process.In this paper,on the basis of in-depth analyze on bonded port business process,the details of system framework,database design,and the function modules are described.Then the independent intellectual property bonded port geographic information system is put into effect and has scored satisfied both economic and social benefits.To enhance bonded port construction and management of information and establish solid foundation intelligent,digital,information bonded zone.
