摘要
"仓法"是北宋政府在熙宁年间为改革吏治、惩处腐败而制定的法规条例。其立法思想旨在以较为丰厚的廪禄且辅以重典的双重作用下,减少乃至杜绝宋朝吏员在执行公务过程中贪赃行为的发生。"仓法"施行后虽然取得了些许效果,但是吏人为追求利益贪赃枉法、朋比为奸的现象仍然大量存在。终宋一世,并没有因为"仓法"的实施使这一社会痼疾得到解决。宋政府"加俸养廉"的构想最终以破产而告终。
＂Cangfa＂ was one of the statutes instituted by the court of Song Dynasty with the aim to reform the official management and punish the administrative corruption.The legislative intention was to reduce,even eradicate the officials′ corruption by means of a dual deal-fat salary and severe punishment.Although ＂Cangfa＂ achieved some results to some extent,corruption had not been deterred,because many officials were motivated to take bribes and cronyism by huge personal benefits.Throughout the whole dynasty,although ＂Cangfa＂ was put in effect,it failed to work as a remedy for the corruption and misconduct,and Song′s resolution to nourish honesty with high salary ended in failure.
