摘要
贯彻落实《国家中长期教育改革和发展规划纲要(2010—2020)》精神,建设顺应高等教育发展规律,推动地方经济社会全面发展,凸显地方性、区域性、共生性、应用性基本特性,理念先进,特色鲜明,服务力强的地方新建本科院校,实现内涵升本,战略转型,差异发展,首先要明确地方新建本科院校发展战略转型的动因,其次是深刻认识地方新建本科院校发展的形势,积极探索其生存的外部环境,全面了解其发展的内部状况,切实把握改革发展方向,第三制定好适应地方新建本科院校战略转型的基本路向,坚持以科学发展观为指导,统筹规划,科学设计,精心施工,强化理论指导,注重实践探索,走特色办学之路、协调发展之路、互动发展之路和人才强校之路。
To follow out the spirit of ＂Guidelines on National Mid- and Long- Term Educational Reform and Development Planning （2010-2020）＂ by building new local colleges and universities with advanced ideas and distinctive characteristics according to the law of the development of higher education, which will bring out the features of locality, regionalism, co-existence, applicativeness so as to promote the overall development of local economy, it is necessary to make clear the motivation for the transformation of the developmental strategies of the local newly-buih colleges and universities, explore the external environment for their survival and the internal conditions for their development to follow the direction of reform and development, and set a proper route for their strategic transformation with the concept of scientific development by making overall planning and scientific design and construction, strengthening theoretical guidance and practical exploration, and adopting the policy of distinctive school running, coordinated and interactive development, and building a strong school with talents.
