摘要
网络社会的虚拟性容易滋生网络谩骂、网络谣言和网络"群体极化"等现象,使公安机关在建设网络空间和谐警民关系中面临挑战。根据网络虚拟空间的特征及其发展规律,公安机关可以采取以下措施:树立以人为本意识,拉近警察与网民间的关系;完善公安机关网站建设,构建畅通的警民沟通渠道;注重网络舆情的收集与分析,建立网络舆情预警机制;寻求媒体支持,引导网民正确认识警察群体;借助意见领袖的力量,引导网络主流舆论朝警民和谐方向发展;培养网民的道德素养,提高网民的理性辨识能力。
Network abuse, rumors and polarization phenomena easily appear on network because of virtuality of network,which is a great challenge for police to build harmonious relation of the people and police on network. Based on the features and developing rides of network, public security authorities could take the following measures ： establish people - orientated sense to close （he relation between police and interuet users ; improve website construction of public security organs to build smooth channels for communication between the people and police;pay more attention to the collection and analysis of public opinions on network to construct warning mechanism of public opinions on network;seek the media support to lead users know the police correctly;borrow the power of leadership to guide the mainstream of public opinions to the direction of harmony;cultivate net users＇ morality to improve their rational judgment.
