摘要
中英艾滋病策略支持项目(CHARTS项目)是我国惟一专门从事艾滋病防治政策开发和落实的战略性国际合作项目,项目办设在国务院艾滋病防治工作委员会办公室(国艾办),项目自2005年1月启动,将于2011年3月底结束。项目支持20个相关部委、12个省,80多家大学和研究机构,20多家社团和民间组织参与。为全面评价CHARTS项目对我国艾滋病防治政策环境变化的作用及影响,项目聘请专家利用项目数据库,国家艾滋病防治综合政策指数(NCPI)调查问卷,访谈三种方法收集数据。运用"前-后"对比、关联分析、对象评定法、文本分析法四种策略进行分析和论证。结果显示自2005年以来中国艾滋病防治政策环境发生了变化,归因于中国政府对艾滋病防治工作的高度重视,并始终坚持"政府组织领导部门各负其责、全社会共同参与"的结果。CHARTS项目与国家艾滋病防治政策环境变化密切相关,主要在"战略规划、政治支持、预防、治疗关怀与支持、督导与评估五个领域"起到了积极推动作用。
China AIDS Roadmap Tactical Support（CHARTS） Project is the only international AIDS cooperation project specialized in policy development and implementation in China.The project has been under the leadership of Chinese State Council AIDS Working Committee Office（SCAWCO）.CHARTS project was initiated from January 2005,and was scheduled to be completed by the end of March,2011.To evaluate the impact of CHARTS project on HIV/AIDS intervention policy-related capabilities and activities in China,we collected CHARTS project related database,reviewed the United Nations General Assembly special session（UNGASS） National Composite Policy Index（NCPI） report and documents of chinese AIDS related policies,and interviewed CHARTS project participants.The data were evaluated with longitudinal comparison analysis,association analysis,comprechensive assessment and descriptive methodologies.The results showed the significant improvement of HIV/AIDS response policies with the implementation of CHARTS project.The involvement and promotion of China central government played a significant role in the positive chang,which included the adherence to the working principles on HIV response ＂government-led,multisectoral assigned responsibilities with strong societal participation＂.CHARTS project has been closely related to the improvement of response policies,mainly promoting the improvement in five areas,including strategic planning,political support,disease prevention,patient therapy/care/support,and project monitoring and evaluation.
