摘要
目的:了解福建省农村地区基本公共卫生的现状。方法:利用SWOT分析方法,对福建省农村地区基本公共卫生建设进行综合评析。结果:优势:农村卫生机构分布广,基层卫生服务能力和人员待遇不断提高,福建省整体健康水平较高;劣势:基本公共卫生服务项目建设不齐全,基层卫生机构建设不健全,各部门协作尚未形成,业务人员素质依然较低,急性传染病和慢病并存;机遇:国家政策的引导和支持,经费支持和经济保障,新农合不断扩大的覆盖面;威胁:根深蒂固的重医轻防的观念,区域经济发展不协调。建议:继续发挥政府的主导作用,多渠道筹集资金,加强基础设施建设,加强业务人员培训,加强部门协调合作,做好健康教育及相关政策宣传。
Objective To learn about the status quo of rural public health in Fujian province.Methods Comprehensive appraisal was conducted of the rural basic public health in Fujian province.Results The widespread rural health clinics,the service capacity of primary medical institutions and the income of personnel were increasing continually so as to guarantee the overall level of health condition in Fujian province.What＇s more,There were promotion and supports of state policies,funds and economic development and the coverage of New Rural Cooperative Medical Care was expanding continually.However,the items of public health service in rural areas were incomplete,the construction of primary health institution still not perfect,the collaboration of respective departments not good enough,the professional qualities of personnel still low,meanwhile,acute infectious diseases and NCD both existed.Farmers attached greater importance to treatment than to prevention of diseases and the unbalance of economic development in different areas hindered the development of rural public health service.Conclusion The leading role of the local government should be played,money raised by different ways,infrastructure construction and personnel training reinforced.Meanwhile respective departments should cooperate to promote health education and publicity of relative policies.
