摘要
在城市化进程中,由于失地农民利益受损和生计不可持续而引发的越级上访事件和群体性突发事件时有发生,严重影响了社会和谐和农村稳定。本文分析了解决我国失地农民可持续生计问题的必要性和紧迫性,并从公共政策纵向空间分层设计的角度提出解决该问题的政策建议。通过理论分析和文献资料研究,本文认为要解决我国失地农民的可持续生计问题,需要大胆创新元政策、逐步完善基本政策、理性构建具体政策。
During the process of urbanization,because of the group unexpected events and events of the ultra submit complains to the higher authorities about the landless farmers′ shattered profits and their unsustainable livelihood happen now and then,which affected severely the social harmony and countryside′s steady.The paper analyzed the necessity and urgency of solving the problems of landless farmers′ sustainable livelihood and proposed policy suggestions to solve this question from the view of public policy.Through the methods of theoretical analysis and documentation,the paper thought that we need bold in blazing new trails of primary policy,gradually perfect basic policy and rationally construct concrete policy to solve the problem of landless farmers′ sustainable livelihood in our country.
