摘要
农民专业合作社是我国农业经济发展中一种新的组织形式和连接"小农户"与"大市场"的组织平台,近两年发展迅速,取得了一定的成效。但规模偏小、资本"集中化"、负责人"干部化"、治理结构"形式化"、经营水平和自我发展能力不高等问题严重影响着农民专业合作社的健康发展和壮大。在实地调研的基础上,本文分析了目前我国农民专业合作社发展状况、存在的问题,提出了完善法律法规、形成政策合力、建立和完善监督制度、重点培育营销能力、探索多种资金融通渠道、加强合作社教育等方面的政策建议。
Farmer cooperative is a new organization form of the development of China agricultural economy and an organization platform of connection between ＂small farmers＂ and ＂big market＂.Chinese farmer cooperatives developed rapidly and achieved some success in recent years,but there are some problems affecting farmer cooperatives development and growth.On the basis of investigation,the paper analyzes the present situation and problems of farmer cooperatives in China,and puts forward some policy proposals,such as： improving laws and regulations,forming policy together,establishing and perfecting the supervision system,cultivating marketing ability,exploring various financing channels,strengthening the cooperatives education,etc.
