摘要
本文以博弈论中的"公共地的悲剧"模型为基础,以地方政府逐渐增长的财政政策资源需求与中央政府有限的财政政策资源之间的矛盾为出发点,分析了我国中央财政政策资源不足与财政政策实施效果不理想的成因,从经济学角度阐述产生财政政策资源不足的根源,主张提高地方政府对于中央财政政策资源的使用成本,减少中央财政政策资源的公共物品性质,保证中央政策资源的合理利用。
This thesis analysis the inadequate of the center fiscal policy resources and the reason why the fiscal policy cannot reach ideal effect form the con-tradiction between increasing demand from local government and limited supply of the center fiscal policy resources based on game theory.After analyzing the origin of the inadequate of the center fiscal policy resources from economical point,we advocate to increase the usecost of government who has used the fiscal policy resources in order to reduce the public character-istic of the policy resources then insure the rational utilization of center fiscal policy resources.
