摘要
国际金融危机对中国企业发展产生了深刻影响,处于产业链低端的中国企业受到了更大、更直接的冲击。实施产业结构调整和升级迫在眉睫。本文通过对制约我国产业升级的因素分析,寻找出制约产业升级的金融归因,有针对性地提出发挥金融政策协调功能,形成与财政政策共同支持技术创新的最佳组合,消除制约技术创新的金融羁绊,利用差别性金融政策对高耗能、高污染企业进行长期约束等改善对策。
The international financial crisis has had a profound impact on the development of Chinese enterprises,especially Chinese enterprises at the low-end of industrial chains have suffered greater and more direct impact.Industrial structure adjustment and Industrial upgrading are imminent.Based on the analysis on restricted factors of industrial upgrading,this paper tries to find out the financial attribution limiting industrial upgrading,and proposes to give a play to the coordinating function of financial policies to form the best combination with fiscal policies that jointly support technology innovation,to eliminate financial fetters restricting the technological innovation,and to use different financial policies to restrict the enterprise with high on long run.
