摘要
赤水河流域跨川、滇、黔3省,是长江上游南岸一级支流。为保护长江上游珍稀特有鱼类及其生境和国酒茅台的水源地,加强赤水河流域水资源保护十分必要和迫切。在调查分析赤水河流域水资源保护现状及存在问题的基础上,研究提出了赤水河流域水资源保护的原则与目标,以及加强水资源配置与管理,妥善处理好保护与开发的关系,优化产业布局,加强污染源控制,加强水生态保护与修复,进行生态补偿机制研究与试点;以及建立流域水资源保护协作机制等措施。
Chishui River,a first-order tributary of upper Yangtze River,extends cross Sichuan,Yunnan and Guizhou provinces.For preserving the treasured fishes and its habitats and the water sources of Maotai liquor,it is essential to strengthen the water resources protection of Chishui River Basin.Through analyzing the existed problems and status of water resource protection,we present the principles and goals of water resources protection in Chishui River Basin,also propose the measures including strengthening allocation and management of water resources,balancing the relation between protection and development,optimizing industrial distribution,controlling pollution sources,strengthening preservation and restoration of water ecology,studying the mechanism of ecological compensation and beginning the pilot works,establishing the cooperation mechanism for water resources protection in the basin.
