摘要
麦盖提县自2009年12月新农保试点工作启动以来,取得了一定成绩,截止到2010年4月,还存在扩面进展缓慢、政策宣传不到位、地方财政不足等问题。文章对麦盖提县少数民族农民参保现状和参保意愿影响因素进行了分析,并提出完善新农保的建议,以期对南疆新农保制度的推进有所助益。
In Markit County,since the trial of new rural endowment insurance has started in December 2009,the work had achieved a certain of results,but there are still some problems,such as slow progress in extending the coverage,policy advocacy is not sufficient,local finance is shortage.The article analyzed the status and influence factors which minority farmers in Markit County participated in the new rural endowment insurance and put forward a sound proposal to help the advance of the rural old-age insurance system in Southern Xinjiang.
