As China has been an emerging power of the world outward direct investments, the performance of Chinese enterprises in overseas markets has raised concerns among decision-makers and public opinions in many countries.Using Berhmann taxonomy and Dunning's eclectic paradigm, this paper aims to address the main drives and obstacles of China outward investments to developed countries. The macro-drives that influence Chinese enterprises include such factors as policy stimulation of Chinese government, investment environment stimulation of developed countries, saturation pressure of China's domestic market,as well as pressure of trade protectionism in developed counties.Micro-drives refer to the pursuit of market share and strategic-assets.When investing in advanced countries,Chinese enterprises are lack of ownership advantages and internalization advantages.Meanwhile, their ability of using location advantages of host country still needs to be improved.Through conducting interviews of Chinese firms present in Belgium, this paper argues that their investment behaviors are still at the primary stage, facing lots of obstacles,it takes time for them to really integrate into Belgian Market and even the EU market.
