摘要
在经济全球化大潮的推动下,海峡两岸区域经济一体化已成为不可逆转的发展趋势。为了适应新形势,海峡两岸签署了《两岸经济合作框架协议》,标志着海峡两岸经贸合作进入了制度化轨道,为扩大两岸双向投资和深化产业合作开辟了新通道。为此,在海峡两岸经济合作中,探索沪台两地区域产业集群协同发展的路径是非常必要的。它主要包括:一是基于全球价值链视角加强沪台两地区域产业集群发展环节的联动性。二是基于外资驱动嵌入型视角推进沪台两地区域产业集群发展模式的融合性。三是基于政府主导型视角提高沪台两地区域产业集群发展政策的有效性。四是基于《ECFA》框架下强化沪台两地区域产业集群发展机制的科学性。这对进一步推进海峡两岸经济合作与发展,更好地为海峡两岸区域经济一体化创造更为有利的社会发展环境,都具有重要的现实意义。
Propelled by the tide of economic globalization, regional economic integration across the Taiwan Strait has become an irreversible trend. In order to adapt the new situation, the two sides across the Taiwan Strait have signed Economic Cooperation Framework Agreement, which symbolizes that their trade cooperation has entered an institution orbit and explored a new channel to expand their two-way investment and to deepen their industry cooperation. Therefore, in the two sides＇ economic cooperation, it is necessary to explore collaborative development path for the regional industry clusters between Shanghai and Taiwan. It mainly includes strengthening their connection in regional cluster development based on the global value chain, promoting their development pattern integration on the basis of embedding foreign investment drive, enhancing policy efficiency in view of government guidance, and improving the scientific development mechanism under ECFA. This will further promote cross-strait economic cooperation and development, and create favorable environment for their regional economic integration.
