摘要
党的十六大以来,以胡锦涛为总书记的党中央高度重视民生问题,针对提出了一系列重要思想,做出了一系列重大部署,从而形成了完整的民生思想体系。其主要内容,改善民生的前提是坚持发展是第一要义;改善民生的价值是坚持以人为本;改善民生的战略是必须构建社会主义和谐社会;改善民生的策略是必须推进以改善民生为重点的社会建设。
Since the 16th CPC National Congress, the CPC Central Committee headed by the General Secretary Hu Jingtao highly values the issue of people＇s livelihood. Hu has proposed a series of important thoughts, worked out a series of important deployment with the/ormation of an integrate system of thoughts concerning the people＇s livelihood. The major contents are as follows： firstly, the prerequisite to improve pcople＇ s livelihood being to stick to development; the value of the improvement of people＇s livelihood being to insist on people-orientation; the policy to the improvement being a must to construct socialist harmonious soeiety; and the strategy to the improvement being a must to propel the social construction with the improvement of people＇s livelihood as the keynote.
