摘要
目前我国养老保险金筹集制度尚不完善,财政转移支付存在着诸多问题,导致养老保险的"隐性债务"日渐增大.在养老保险资金筹集中存在诸多影响因素,主要因素有人口老龄化、政府与企业的博弈及国家转移支付政策等.解决这一问题主要措施是:政府承担起公平责任,加大转移支付力度;分清责任,消化转制成本;提升养老保险资金筹措及管理能力.
Nowadays China pension insurance collecting system is not complete, there existing many problems in financial transfer payment, which led to the heavy increase of potential liabilities. There are many influencing factors in pension insurance collecting, such as, aging of population, games between governments and enterprises, and country＇s policies in transfer payment. To change the situation, the governments should shoulder the fair responsibility to enlarge transfer payment, resolve system-change cost, and improve pension insurance collecting and management power.
