构建和谐社会已成为党和政府的执政理念，而现今弱势群体问题的凸显，正表征着当今社会发展不够和谐。公民参与作为弱势群体利益表达的重要途径，应成为解决弱势群体问题的关键。本文将讨论在解决弱势群体问题中政府的主导作用及对策。
The construction of Harmonious Society has been the reign principle of the Party and the governments, but now the Vulnerable Gl：oups problem highlight, the positive token write social develop not enough diapason nowadays. Civil Participation is the important path of the Vulnerable Groups benefits expression, which should become the key that resolves the Vulnerable Groups problem. This paper will discuss the predominant function and countermeasure of the government in resolve the Vulnerable Groups problem.
