摘要
社会保障是社会稳定的“安全网”、经济运行的“调节器”，是构建社会主义和谐社会的重要内容，对缓解社会矛盾、促进社会公平、推动经济社会发展具有重要作用。以建设和谐社会为目标完善我国社会保障体系，一要立足现实，选择适合中国国情的社会保障模式；二要拓宽覆盖面，加强农村社会保障制度改革；三要遵循系统性原则，完善社会保障管理体制；四要采取增收节支措施，充实社会保障资金。
As the important part of content of harmonious society of socialism, to consummate social security is propitious to lessen social contradiction, improve social equity and promote the development of society and economy. It is necessary to consummate social security system in order to construct harmonious society of socialism in China. The conceivable measures are as following： Firstly, to choose right social security mode adapting to the situation of China; Secondly, to strengthen the reform of country social security system; Thirdly, to consummate the management system of social security following along schematism principle; Fourthly, to enrich the fund of social security by carrying out measures to increase income and save payout.
